They are not rare except two medals in the set; Alexander (*small Police medal) and Nicholas 1 commemorative medal in cameo proof finish. This medal usually appears in copper. Banners are not original. I've purchased them since they were properly folded for that erra. I do not think these banners correspond to these medals. He worked for the Police Department and then was promoted to Judge. Originally she sold large amount of 100 and 500 ruble notes most in crisp Uncirculated condition. She said her father went to the bank to cashed in his life savings to leave the country.
